Since 1994 the post-apartheid South African state has been under constant pressure to transform the inherited institutional architecture of the apartheid state. Various formations of the state had to be reorganized and restructured at an institutional level to meet the imperatives of the new Constitution and developmental needs of the South African society. This transformation has taken place simultaneously with the expansion of the social and economic safety net to include the poor and previously disadvantaged. These reform pressures have resulted in the redefinition of the purpose, role and nature of operation of the new state.
